The BYTE Big Data Community (BBDC in short) is a new community designed to ensure that industry  and  other  big  data  practitioners  are  aware  of  and  able  to  integrate  societal concerns into existing and emerging big data practices.

The  community  is  open  to  civil  society  organisations,  academics  and legal  experts  and provides them with a platform to feed their concerns into industry and other practitioners, in order to transition into a responsible data-driven economy in Europe.

What is the BYTE vision and roadmap?

The BYTE roadmap addresses what policy and research is needed to capture the social benefits and achieve the BYTE vision. In addition to the roadmap, we foresee an annual deeper study of selected sectors to be taken up by the BYTE community. Each year, a group of three sectors will thus be addressed in detail to produce special recommendations and actions. The goal is that the community is able to present a deeper discussion on what and where are the gaps and challenges each sector faces, and recommend good practices and specific research and policy needs to fill these gaps. The first batch of selected sectors comprises environment, healthcare and smart cities.

What is the objective of the BBDC?

The European debate (and resources) on big data has insofar mainly targeted and mobilised the industry and academia, as epitomised by the Big Data contractual Public Private Partnership, signed between the European Commission and the research / industry-led Big Data Value Association.

As a consequence, NGOs (Non-Governmental Organisations), NPOs (Non-Profit Organisations), CSOs (Civil Society Organisations) and actors of the third sector in general, who are usually unable to divert limited resources from their core objectives to gain proactive insight on this subject (e.g. by joining/observing the BDVA), have been largely excluded from it, though definitely important stakeholders in the big data revolution.

We want civil society to become one of the protagonists of the European 2020 strategy on Big Data, as important as the industry, academia, and the policy makers.

Constructive interaction between industry, decision-makers and society is difficult to achieve: societal organisations may be reluctant to get engaged, to avoid being instrumentalised; the industry may rather focus on business than on societal implications. Still, particularly in the present transition to a data-driven economy, the EU Big Data PPP should include societal actors as first-level parties. The BBDC wants to be the venue where this is materialized, as represented in Figure 1.

What are the activities of the BBDC?

The main activities of the BBDC are:

Contribute to policy and research agendas
  • Implement and update the BYTE policy and research roadmap, to achieve the BYTE vision
  • Contribute to the Big Data Value Strategic Research and Innovation Agenda
Provide easy access to relevant stakeholders
  • Direct access to big data stakeholders through BDVA
  • Communication and dissemination with minimum overhead
  • Networking in workshops and targeted events
Early access to information
  • First-hand access to information related to EU policy and big data programmes
  • Industry and sector-specific analysis
Influence EC work plans
  • Opportunity to influence EC work plans (e.g. H2020)
  • Increased visibility at national and EU levels

Who are the members of the BBDC?

The founding members of the BBDC include:

  • the multi-disciplinary research team of BYTE, grouping computer scientists, engineers, social scientists and statisticians from the research sector (CNR, DERI, INRIA, NIIF), the academia (TUD, UIBK, UiO, VUB) and the enterprise and industry sector (DNV, Siemens, Trilateral)
  • members of the BYTE Advisory Board, experts with different disciplinary perspectives from public research organisations (TNO), cultural heritage initiatives (Europeana, the European Library, LIBER), civil society organisations (Statewatch), inter-governmental organisations (GEO)
  • data scientists (e.g. Data Science Community)
  • industry members of the Big Data Value Association.

Now the BBDC is primarily aiming at engaging civil society organisations, NGOs (Non-Governmental Organisations), NPOs (Non-Profit Organisations) and the third sector in general.
